Notice of Race (v1)

1.       Rules
1.1   The Regatta will be governed by the Racing Rules of Sailing and prescriptions of US Sailing.
1.2   The ILCA Constitution and By-Laws in regard to sanctioned events except where changed here or in the Sailing Instructions.
1.3   If the spinnaker is drawing at the time of an infringement and if the spinnaker is subsequently reset, there shall be a one-turn penalty instead of a two-turn. (this changes RRS 44.2)
1.4   VHF radios will be allowed for communication between boats and the Race Committee as per ILCA By-Laws Article VIII 5.b.4 .a. The Race Committee requests and encourages the use of VHF Radios as described in the Sailing Instructions.
1.5   One race shall constitute a series.

2.       Advertising
2.1   ISAF Regulation 20 will apply.

3.        Eligibility
3.1   The CNY Lightning District Championship is open to boats of the Lightning Class that conform to the class rules.
3.2   The Founders Regatta is open to all Classic Boats as defined by any Lightning built of wood or a glass boat older than the year 1976 or hull number 12777, other boats may be admitted at the discretion of the Organizing Authority.
3.3   All boats shall have all necessary safety equipment as specified in Article VIII of the Lightning Class Bylaws. Safety checks will be conducted.
3.4   All skippers and crew must be current members of the ILCA.
3.5   Boats competing for the CNY District Championship must have paid their 2020 District dues and have the proper 2020 ILCA boat sticker.

4.       Registration
4.1   Registration opens April 1 and can be onsite, by mail, or online: hendersonharboryc.com/founders

5.       Fees
5.1   $110 per boat if registered before July 4, $130 after. Registration includes all regatta functions for skipper and crew, except Friday Longway dinner, which is menu order.
5.2   Additional Saturday dinner tickets will be available for purchase.

7.       Sailing Instructions
7.1   Sailing Instructions shall be available online at hendersonharboryc.com/founders by July 10, and at onsite registration.

8.       Venue
8.1   The regatta will be held at the Henderson Harbor Yacht Club and the waters of Henderson Bay.

9.       Courses
9.1   Course will be drop mark, windward Leeward. Inflatable tetrahedron, balls and barrel marks as equipment allows.
9.2   Classic boats will be on the same circle. They will have a separate start and will sail a shorter course.
9.3   Starting sequence will be under rule 26 for both fleets.
9.4   Six course races are planned for the CNY District Championship.
9.5   Three course races are planned for the Founders regatta on Saturday, and a long distance race on Sunday.

10.   Scoring
10.1            Appendix A except that if 6 races are sailed there shall be 1 exclusion. This changes RRS Appendix A.

11.   Prizes
11.1            CNY District Championship, trophies for overall top 5 finishing boats and the top finishing Junior boat.
11.2            Founders Regatta - trophies for overall top 3 finishing boats, plus additional awards for top 2 finishing wooden masts and best finishing sub #1000 boat attending.

12.   Storage and Launching
12.1            Boat and trailer storage will be made available at the Henderson Harbor Yacht Club in the parking lot area.  Skippers will be permitted to drop off their boats by vehicle, but the vehicle must be removed from the waterfront parking area. Vehicle parking will be provided in a field on Cornell Road near the club. Henderson Harbor Yacht Club is equipped with a boat hoist, and a boat ramp is available at the Henderson town launch next to the club.

13.   Lodging
13.1            A camping area will be available next to the parking field on Cornell Road.
13.2            Local lodging will be offered by some members. Send requests to   founders@hendersonharboryc.com.
13.3            A list of local motels will be available on the regatta website, hendersonharboryc.com/founders

14.   Radio Communications
14.1            Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
14.2            The Race Committee may make race announcements on VHF radio on a predetermined channel as detailed in the Sailing Instructions.

15.   Waiver of liability
15.1            All competitors shall sign a waiver of liability at time of registration for loss, damage or injury to persons or property incurred in connection with this event or on the property of HHYC and to release HHYC, the Lightning Class, any sponsors of the event, and their members, officers, governors, employees, agents and sponsors from any liability for any such loss, damage, or injury. All competitors under the age of 18 shall have parental permission.
